Honestly....I know where you are coming from. I was VERY flat chested when I was your age, and was until I was about 16 or 17. I then all of a sudden grew breasts! Its funny, but true. I am now a full C cup. Perhaps you should just give it time. :o)
But in reality.......the person that said masturbating will help, it is true.... help the process of breast development. But you probably arent fully developed yet.

Try a padded bra will make them look bigger. And, you are only 14 so they will grow bigger as you get older. I've never heard that the first answer was true?!?!
Nothing you will eat or drink will increase your cup size. The only thing I can tell you to do is wait it our, or get a push up bra. I would rather have a big booty than big boobs, girl!
some girls are late bloomers and they usually become real knock outs,bide your time,don't worry about the size of the other girls,you may surpass them within the year.
