Question: women go through their last growth spurt at about 20. after that period in time you usually dont grow all that much unless its a weight change or some other special circumstance. 28 is a very reasonable age to consider plastic surgery. your body has grown all its going to and it has adjusted to that growth by now. i think that your fine.
as for girls who get breast implants at 17...i think thats ridiculous. your still growing. just wait like the rest of us did. :]

You've already developed fully, so I don't think it's a problem medically. However, depending on what the reason for the plastic surgery is for, I think you (or whoever) should really, really think about it before doing it. Plastic surgery does not improve your self-esteem. It does not make you feel better about yourself. Those issues are always going to exist, whether you're an A cup or a D cup, 100 pounds or 200 pounds.

depends on what surgery your considering.if its something like botox too young. if its something like rhinoplasty its ok. but i agree with the person above who says that this might not really be a solution. try to seek contentment with your current appearance.
