If cooler temps do make them pop out, they're not inverted. I suspect this "problem" (and by putting it in quotations, I'm saying that it's not a problem) will fade away as you complete your development.
Have you reached a point that your period is fairly regular? How about your overall body development, are you getting your "shape", so to speak? All of these are parts of a timeline that gives an indication of how much further you may have to go.

inverted nipples point inward, never outward, especially when squeezed gently. If you are still developing, things may still settle outwards.
HI, i had the same problem and i know how you feel, i just went to the doctors and he gave me some hormone pills and a couple of weeks later my nipples were good.
some womens nipples only go erect when they are cold or there nipples are stimulated somehow.you are only young so they will probs become more pronounced in time.dont worry
