Question: a girl has breasts (bigger than just starting to grow buds) would she have pubic hair?
Would it be fully developed?
Please dont menchion anything about shaving I understand that people can do that.

if a girl has small breasts and is relatively young, then most likely she has pubic hair but it probably won't be fully developed. But if she's a teenager she will probably have fully developed pubic hair, even if her breasts are small.
