There's nothing wrong girls just grow diffrently than other,Give it time. In the mean time you should probably Ask your mom or an older sister if you have one, if not a trusted female adult.

there is nothing wrong with you. every girl develops different and at different times. you could be blooming a little latter or you could just be naturally smaller chested. i started getting mine at about 9 but some of my friend didn't start getting there's till 15. don't worry

you could just be developing slower, try drinking lots of milk, it has hormones inside, and that should help a little.

Then when I was 12 it was as if i went to bed one night without boobs and woke up with them ... and my friend who did the boasting ... well she's still as flat chested as she was when she made that stupid statement.
It will depend on your genetics .. don't stress .. Big Boobs do NOT matter and are more of a hassle that smaller boobs .. THEY GET IN THE WAY
