the testicles are held already. the sack, or scrotum, is there to protect the testicles and keep them at a temperature lower than the rest of the body.
(temperature needed for the ideal conditions in which sperm live)

this happens by a muscle contracting when the testicles get colder, which pulls them towards the abdomen.
this muscle, is located under the scrotum (as a part of it of course)
