Of course it's okay for a girl to masturbate. Medically it's absolutely fine for you (as long as your hands and toys are clean), and in fact may even be helpful because it gets your heart pumping and can lower your stress levels. Morally... that's something you'll have to figure out for yourself. Personally I see nothing wrong with it and have never found any arguments against it very convincing. (Obviously excessive masturbation that interferes with the rest of your life can be bad, but so can excessive eating/sleeping/drinking, etc.)
A virgin is someone who has had sex with another person. Period. I know a lot of people make a fuss about hymens and such, but that's just silly.
