That's ridiculous. Do they get turned on when every time they touch their penis to use the restroom? Unlikely. Do you feel sexual pleasure every time you wipe after going pee? No.
Just because the area is being touched or penetrated does not mean that there is pleasure associated with it. A woman being raped does not feel please. Going to the gynecologist is not a turn on. Getting a pelvic exam really does not feel good at all. Putting a tampon in is a very indifferent feeling. Even if you are thinking about sex, just putting something in there isn't going to do it.
This is your opportunity to explain to those boys that a womans body is much more complex than a mans.

the same reason that condom alone don't pleasure men
because you have to be sexually aroused or turned on to be pleasured, and itd be abit odd if you were when putting in a tampon! Also a percentage of women never experience vaginal orgasm
Because its not there to pleasure you, its there to do a job and so nobody really would use it. :)
It actually can pleasure girls, but I guess it doesnt usually by the fact that it is your period, and you just want to sleep, and you feel all cramped up!
