Not shaving is about the only way. I gave up on shaving because the itching & ingrown hairs made it look all nasty. Waxing is better.
You shave, you itch, fact of life.
Lotion on the outer parts.
The itching most likely is because it's growing back and sorry to say, sandpaper cannot cure this itch. Keep it moisturized though and it should help it.
Lotion or aloe vera just on the main parts, don't go rubbing it in your actual vagina or it might irritate. Shave with shaving cream. And don't worry the itching from shaving goes away after 2-4 shaves. Good luck.

I tried everything but nothing would stop the itching. So now I just trim, or wax (ouch!) Shaving just leaves it itchy, then it grows back thicker and darker, and you can risk ingrown hairs, or infection from the razor.
I wouldnt recommend shaving down there
