Yes of course you can, though it is kind of messy. Best if he wears a condom and if you do it in bed, put something under you so as not to mess the bedsheets up. Though if she is thinking that having sex during a period is to prevent a pregnancy just be warned that some women ovulate at different times from both ovaries (not common but at 19 don't wanna risk it) Also some guys really find it a turn off too.
