I told my friend the doctors said i was 5'4" and she said it means I'm really 5'3".

I'm not a doctor but a nurse practitioner. I don't add an inch to anyone's height. It is what it is.

some times they consider with shoes on. But I think you had better measure yourself for sure in there

Your friend is either making things up, or had a really weird doctor! Doctors need to measure your height accurately so that they can calculate things like your BMI, and monitor your growth. They don't randomly take off an inch!

Its not normal, they should be fairly accurate. If you have doubt then remeasure yourself at home, should be easy enough to confirm one way or the other.

no... in fact doctors don't actually measure you its the nurses that do it and they don't add anything to your height.
