Usually, yes. And the extent to which it changes depends on the level of androgens in your body. Yes! Females have male hormones. The more of them we have, the more male (or androgynous) we are.
Yes, it will change, but not dramatically. Basically, it will start sounding more "adult-like". Perhaps get a little bit deeper.
Why do you hate your voice?! Don't hate your voice! Your voice is important. Let your voice be heard.

it tends to change a little
I was a voice major in college. Have you ever walked into a large room full of young elementary aged children? The tone of voices is pretty high pitched. Now when you walk into a room full of adults... the tone of voice is lower. Women's voices do get a little bit deeper, and it probably will keep changing up until you are about 19 or 20. That's why I always tell my singers that their voices aren't truely mature until their 20's and sometimes 30's.
It does change because of the harmonal disturbences in the human system ......in females this is around the onset of menstural periods

Okay so im not a doctor so i could be full of S.H.I.T. (im only 13 1/2) but in choir i literally have the lowest voice plus we only have two guys but thats beside the point...Any way i was talking to my teacher about this in class the other day and this also intertwins with loudness and resonance...the bones in our faces dont fuse together or deveope a mor "hardness" for lack of a better word untill we are fully mature adults. Say 21 but as we grow from elementr school age to, secondary school to highschool to adult hood our faces are "hardening" thats why say a baby will have a higher voice than a adult. Also (again possibly F.O.S.) but also our (as the human race) chest/rib cage/ lungs expand causng our voices to deepen, a females lesser than a males tho. have you ever noticed guys with nice chest good lungs and well devoloped faces have lower voices than say a "whiney" Matchstick/ bean pole pizza faced D&D geek? XD

both sexes deepen in their teens but girls tend to go through less change with the voice than boys do
Growing up everything changes in girl & boys, every part & yes girl & boys voices get crackly & scratchy -
As you grow everything stretches, that's were they came up with the term growing pains.
