Birth control is anything that you do to prevent pregnancy, but I presume that you are talking about hormonal birth control - either in teh form of a pill taken daily, an injection given every three? months, or a patch applied weekly, or a ring inserted into the vagina weekly.

Women take it because they want to have sex without the consequence of getting pregnant. Hormonal birth control also regulates your period so can be usuful in that respect if you have very irregular or heavy periods.

The hormones in birth control effectively trick your body into thinking that it has already released an egg, so it doesn't release another one. No egg= no baby. It also make cervical mucus thicker so that sperm cannot get through so easily, and it makes the lining of the uterus thinnier so that implantation cannot occur, if ovulation and conception managed to happen.

You obviously have to be old enough to be having menstrual cycles, and if you are having sex then you are definitely old enough.

It shortens periods
keeps you from getting pregnant(not all the time im a birth control baby)
helps acne
all that stuff
and you can use it i guess when ever you have your period.
but it makes it harder for you to have a baby in later years when you actually want to.

birth control is used so that when you have sex the chances of getting pregnant are greatly reduced. you can get it in pill form, shot form, or use condoms. you can be any age to purchase condoms, and to get birth control pills or the shot you need to be 18 to get it on your own, otherwise a parent or legal guardian needs to be with you if you're under 18.

Birth control helps girls who want to have a serious relationship have sex and so forth not get pregnant.
It isn't a 100% eaffective because there is always a risk

There is really is no age limit to using it, just when you are ready to have a serious relationship or you need help regulating your period.
