You're not alone as people go through puberty at different rates.
Also you're still growing and eventually you'll have breasts. You won't stop growing until you're 20.
If you feel that that it's affecting your confidence, then just buy a padded bra for the mean time.

Where a padded bra
DO NOT stuff them with tissue etc, it may fall out, look uneven or just cause embarresment.

your still young i didnt start growing untill 13 and it took forvever give it time.

but its not common for 13 year olds to have boobs so young anyway so there isnt much u can do for now. give it time huni
Well, I just grew last year. I am 15 and when I was 14 in a month I went to a 34 A to a 36 B to a 36 C. It comes in good time. So be patient. They get there.
i had the same problem, soon they will but thats wot everyone told me and thats realli didnt help, push up bra? or a top and waistbelt makes them look bigger, hope it helps

If you ain't got none, there's nothing you can do to make them look bigger. Don't stuff or wear a padded bra. You look ridiculous and it's completely noticeable. My cousin is older than me and she didn't have A cup breasts when she was 15. I had C cups at age 10. We all develop at different rates.
Ask your Mum at what age she started developing, and you'll probably be the same.

No way to answer this, it REALLY Really depends on your body,
A good way to get some idea is ask your mother, if she is available,when she started to develop.
I have known a few women who are c and d cups who didn't develop until they were in their 20's
Don't expect to be like any of your friends or classmates. You are you. Your genetic make up is different from theirs and thus will develop at a different rate then them.
