Im 13 and my breasts havent grown since december, which is 27!.5 inch!. Is this normal!?Www@Answer-Health@Com

Girls grow at all different rates, you've just got to be patient, and it probably won't help if you measure them every week/day either, it's like watching a kettle boil, it just makes it seem longer!.
You might not grow for a bit but then you'll have a sudden spurt ;-) Don't worry about it too much, every girl blossoms in the end!.

Your still too young to get big ones!.
If you want big ones then get on your hands and knees and do push-ups!. This slowly pushes your breast outward to make them bigger!.Www@Answer-Health@Com
