if he is a 33 in the waist he will be just fine wearing a size 6 or 7 in the US!. depending on the style and manufacturer of the panties!. Any larger and you will find that the panties will be too loose and that will be hard on his genitals!. as they will not stay in place!.
I'm a crossdresser, i wear them all the time!. I'm a size 36 waist and i fit into 7's and 8's!. very comfortably!.
Only question I have is why would you do the buying!? Why isn't he!? Best suggestion is to go together!. That way he can help decide what is best!. My recommendation: no boyshorts or low riding panties!.!. stick with bikinis or thongs that have a good size front panel!.

Try a 10!. Although an 8 will probably fit the waist you need to think about extra space in the front!.
