Well I would say that it is probably normal that you haven't experienced an orgasm yet, It takes time to get to know your body and if your partners are young they may not have the knowledge to get you to the point of orgasm!. Best advise I can give you is take the time to get to "know" your body and then you have to tell your partner what you like!. (that's the hard part at your age)

Most girls don't learn to orgasm or aren't capable of orgasm until they are in mid-20's on average (sometimes later)!. This is both because they didn't know how, and neither did the young men know how!.
My guess on things is that young girls talk a big talk around sex and use words like orgasm without ever really having experienced it!.

I think it's fairly normal not to have had one yet by that age!. In general, if you're leaving it to your partners to bring it about, they just don't know what they're doing yet!.
