I didn't bleed the first time I had sex - most likely because I rode horses - a lot - when I was young and also I started using tampons shortly after I started having periods because I couldn't stand using pads!.
Anyway, you have no more "proof" that a girl is a virgin when she says she is than a guy is a virgin when he says he is!.

A girl may not bleed because sports or tampons or something tore her hymen already!. Her first time of sex will still count as the loss of her virginity, since being a virgin means you have not had sex yet!.

Some girls don't bleed their first time due to their hymens already being torn due to sports or horseback riding (for example)!.
