Do not worry hun your question is not gross!. This is a question that many teenage girls ask themselves!. But to answer your question, you cannot grow boobs deliberately when you want to!. You have to wait for them to grow!. But do not worry they will come!. You have to hit puberty but many girls will go through puberty and not get their boobs until later on in life so you have plenty of time!. And do not worry what other people say if they bug you about them!. Trus me it is much better than having big boobs!. I know this from experience!. First of all your question is not gross!. Second of all the only way that you may get boobs is gaining weight!. It depends where the fat lands!. Some get it on belly, butt, boobs, etc!. It depends on the person!. Also have you gone through pruberty yet!? I remember being in 5th grade and thinking I was never getting boobs but now I am a 34 C!. You will get them one day!. I promise!.
