yes!. usually, two weeks before your period, you ovulate!. ovulation can cause cramping!.
a week before your period, you're usually pms-ing, which can also cause cramps!.
i'd say if they're on and off, it's normal!. but if it's like constant, all the time, something could be off!.

That used to be normal for me, but I had really heavy periods!. Now i'm on the pill and they start a few days before!.
