They are safe!.!.!. as well they cover a bit of the outside of the genitals, which is a better protection for Herpes!.
However, I have yet to know a female (or male) that likes them!. They are noisy and uncomfortable!. And messy afterwards!.
I'd go with the man wearing the condom, but also have a back up (birth control pills, depo shot!.!.!. which ever you are comfortable with)!. Also, have both yourself and your partner tested before becoming sexually active!.
