Pads or Sanitary towels are advised for your period to catch the blood flow expelled by your body during this time, that is what they are mostly used for other than that it can be used for heavy discharge you may have at other times of the month!. - THESE ARE ONLY INTENDED FOR PERIODS!.
Pantyliners - This is normally used to catch discharge when your not on your period!. You can also use pantyliners when you period is light or spotting!. Pantyliners are not necessary and they are a personal choice!. - THERE ARE INTENDED FOR NORMAL DISCHARGE ONLY!.

It's just a differeince in quantity!.!.!. "Pads" are generally meant for your full period, and "pantyliners" are meant for either the very beginning or end of your period, or just for everyday discharge!. I prefer to not use pantiliners for non-period times, it just isn't necessary for me!.

pads are a lot thicker than pantyliners, and come in a very wide range - such as long/wings/no wings/ ultra/super and all that, but pantyliners dont have much variety except that some have frangrance!.
pads are meant for periods, whilst pantyliners are meant for spotting, or end of a period and discharge!.
pantyliners are very thin and discreet, and you can wear them for a whole day without needing to change it!. they are also quite soft, and therefore dont dry you out, or feel rough (which sometimes pads do)!.
