My period ended about 11 days ago
and I am getting cramps and a little bit of spotting

At your age yes, it's normal!. It's not pleasant, but it's normal!. Many girls have irregular periods until they have their first child--then things seem to even out!. However, if you have a LOT of pain and a lot of bleeding, frequently, please go see a doctor--it might be other problems!. Www@Answer-Health@Com
