Of course it is, and 7 or 8 isn't "really young" at all!.
There's no "magic age" at which a boy's or girl's nervous system suddenly kicks into gear and says "OK, you can have orgasms now"!.
About 1/4 of all girls have been regularly masturbating to orgasm for half their lives or more by the time they're 12 years old!.!.!. toddlers and infants have orgasms if they stimulate themselves the right ways!.!.!. some babies even have orgasms before they're *born*!. (My own stepdaughter was masturbating to orgasm more than once a day at age 4, and her mother told me that she'd been doing that since she was barely 18 months old!.)
