Breast size can and does change in women due to many causes!.
Pregnancy being the most obvious!.
Weight loss or gain affects breast size as an anormous proportion of breast tissue is fat!.
Hormonal problems can cause size changes too!.
It may be that she is simply growing still, womens breasts can do until probably their mid twenties!.
If her breasts are both the same size and shape, with no lumps bumps or skin changes, if her nipples are ok and not leaking anything then its most likely nothing to worry about!. If she has any unusual signs or menstraul problems she would be safest to get checked out by her prcatice nurse or GP!.!.!.!.!. it wouldnt hurt to triple check she isnt pregnant too while there!.!.!.!.sometimes mistakes can be made with home testing!!
