When you say "scars" can I assume they are dark, dot-like spots from shaving bumps!?
You can use cocoa butter or a bleaching cream (check the product to see if it can be used near the genetalia, though) to lighten the spots, but the best way to get rid of them is to prevent them in the first place!. Make sure you shave "with the grain" and use a loofah when you shower to stimulate the skin cells and soften the skin so the hair will not have such a hard time growing back!. Also, have you considered waxing or a depilitory!? That tends to cause far less irritation and ingrown hairs!.

You really blew it by shaving down there because scars are ugly and unfortunatley permanent! And you more than likely have vaginal warts to boot cuz that's what happens anywhere on your body (especially down there) when you have sharp razor cuts!I would start using products like Nair hair removal cream, followed by a good vitamin E cream!!
