Can Someone Tell Me What Exactly Is Happening To Me?!

yesterday as i walked to school there was a very harsh wind gusting around and on me!. when i went to the bathroom in school i saw whelp marks on my face most on my cheeks!. it was as if someone had smacked me in the face with a belt!. it was small little circular whelps and some were like thin lines!. what is it!? and why did it happen!? is it just that i have sensitive skin or was there something in the wind that caught hold of me face!? what is it!?
