i'm 13 and my nipples have become a bit itchy and flakey. i apply lotion but it doesn't seem to help. it this due to puberty?

check the cloths which you are wearing first may be you are developing allergy to that
it might be the type of soap u are using to wash your clothes in? I would change that and after doing so if its still happening, say 2 or 3 weeks later, go see your doctor!!
It might be some kinda alergy. Consult ur doctor.puberity here has no role to play.
change your bra and wash everyday.
