They probably won't even out, but you can buy an insert at a good bra shop so that you can pad your smaller breast and they'l look even. The only way to fix it permanently is through surgery.

I would you a bra that fits you most comfortably.
You can get bra's that are called enhancers I use them because I have the same problem.
They have what I call chicken fillet's (inside the bra) at the bottom which makes your boobs look bigger by pushing them up and filling the bottom of your boobs and I find they are more comfortable than normal wire bra's.
What I do is by them then cut into the one side (the bigger boob side) , just so u made a slight tare (on the inside of the cup) and get rid of that chicken fillet and then sowing it up and then your boobs look more equal.

Your only other options is a boob jab which puts like a liquid form of a chicken fillet into your boob via a injection and then it will turn solid. However I don't know how old you have to be to have one or the cost's and they only last up to 18 months or you can have a boob job but that will leave you scared and probably not perfect either like they show models who have had a boob job.
