You can't, sexual urges are part of being human.

It's controlled by your hormones so at certain points in your cycle you will be more sexually aroused and in your teens especially your sex drive can be higher. There's no reason to stop these urges, if you want to wait to have sex until you're married then wait...simple as that, you just need to have some self-control. You can't turn-off the fact that you're human and therefore sexual, and it would be very harmful long-term for you emotionally and sexually if you were to attempt to, it's not healthy.

What do you mean pleasuring yourself doesn't work?

If you mean you still get sexual urges, then yes this will happen because all masturbating is doing is acting on those sexual urges not stopping them. If you mean it doesn't pleasure you then you need to experiment to see what does work for you - masturbation is vital for sexual health so you can learn what arouses you so when you do have sex you can pass that knowledge onto your partner so they can pleasure you to make sure sex is pleasurable and safe.
