Is it all right for a Nurse to do this?!

I'm sick with a bad cold so my mom took me to the clinic. We had an appointment at 4:00 pm, but the Nurse let her friends and people she knew without appointments go in first. And there was a sign that said ''appointment necessary''. I know she knew them because she said things like ''Oh! How are you? Nice to see you again!'' Then the people said things similar to ''Hi! I don't have an appointment, is that okay?'' Then the Nurse said ''Sure! No problem. You can go in right now.'' We were waiting for nearly two hours. Finally my mom got up and asked her if they were going to see me anytime soon. The Nurse said ''You're gonna have to wait for two hours.'' So we left without me seeing the Doctor. There were also other people there that made an appointment that had been waiting a very long time. Would you recommend filing a complaint against this Nurse?
