No, sex should never hurt.

It can hurt but more often than not this is because women, and men, believe the myth that it hurts the first time so they do nothing to prevent the possibility of pain, they keep going during sex thinking it is normal rather than stopping to address the problem, which is really sad.

Think about it - a virgins vagina is no different to the vagina of a non-virgin, she doesn't become loose, the hymen is rarely in tact by this time and even if it does it doesn't have to tear - the issues normally come down to a girl not being emotionally ready so tensing up, or a girl not being physically ready so not aroused enough for the vagina to become larger, open, relax and lubrication to prevent painful penetration - virgins often don't understand these changes and/or rush through foreplay to get to the intercourse, thus not aroused enough for penetration without pain.
