It is completely normal for it to be darker than the rest of your skin. There really isn't a safe way to alter it and you shouldn't try.
Cosmetic surgery or tanning. During tanning, dark skin will actually turn lighter That's how Michael Jackson went from black to white. Just stick it in the tanning booth, and you should be good to go.
