Expiry is normally about bacterial levels and whether the product degrades - most tampons and pads are made from bleached paper pulp and plastics, so don't degrade easily - which is one of many reasons why disposable sanitary products are an environmental concern. Unless you're looking at a tampon or pad that is a few years old it's not an issue...although of course don't use tampons made prior to 1997 when chlorine-gas bleaching was still being used so the tampons may still contain significant amounts of dioxin, or prior to around 1983 when materials like carboxymethylcellulose linked to the 80's TSS outbreak were still being used.
Tampons and pads are sanitary, not sterile, in fact the only menstrual products that can be made sterile are menstrual cups, so tampons and pads do contain bacteria, but minimal amounts. Obviously when in use there's significantly higher bacterial levels so prior to use bacterial levels aren't a concern in comparison. As long as they are within their wrappers you can assume they're reasonably safe, unless they are in a warm and damp environment with mold or somewhere that may be bacteria-ridden like near the toilet where flushing can get bacteria from toilet onto the packs.
It's just a matter of using good judgement on whether they're still ok if you've had them a while.

No, they don't expire as they carry their nature of soaking always. There is no expiry date of napkins and tampon.
