Not saying to do anything drastic, but that's the science of it. Boobs are fat. If you happen to be very thin, that might be why you don't have too much in the chest area.
EDIT -- As others have mentioned, age is important here! If you are still a teen, wait! You aren't done growing. I didn't finish growing (in the chest area) until I was 21.
You dont grow them - they grow themselves. They may develope fully when you are 13 or 22 y/o. They may develope slowly from 11-22 y/o. Nothing you can do about it except to stop worry about it. They are what they are.
