Question: What does this mean? (girls only)?

i'm 14 and ive had discharge for 2 years and i dont have my period. the discharge has never been this heavy and its very stretchy. when i wipe sometimes theres a lot on the paper and sometimes so much its stretching off the toilet paper. the discharge is clear, doesn't smell and the doctor said no infection. if not infection then why is this happening?

Cervical Mucous. Since you have not got your period it could be on the way soon. Also, we (women) all have cervical mucous. It's very stretchy and can be in a great quantity.
