The clitoris and the penis come from the same embryonic development. The clitoris is made up of a similar (erectile) spongy tissue as the penis thereby making the two organs homologous, but unlike the penis it does not contain an urethra and it is much smaller. Most of the clitoris is inside the body with only the glans, hood, and a small shaft (clitoral shaft) being visible. So in answer to your question, yes, the clitoris does look, to some degree, like a miniature penis.
