Yes it could be. Your hymen is very breakable. If he/she did break your hymen, it was only a little bit. This is perfectly fine, and completely normal! In fact, most of my friends have had their hymen broken this way (and if not this way, then by something random like a bike accident or horseback riding.) Don't worry!
It depends on how much of an opening you already had. Most girls already have at least a fingers' width if they menstruate regularly, but if the dude (or chick) didn't know what he was doing, he could have damaged the hymen. Did you have any blood?
