Question: How are high risk obstetricians better at dealing with preeclampsia than regular Ob/gyns?
How is the care different throughout the pregnancy with a high risk OB/GYN, compared to regular OB/GYNs.

A high risk OB/Gyn has a little more experience working with high risk pregnancy complications than the average OB/Gyn. While your routine OB should be able to detect a problem, they are not always quite as "in tune" with the smaller and less obvious symptoms- or even most current treatments. It's not a big part of their usual practice, most of their patients will be routine normal pregnancy and delivery. The ordinary OB will provide the best care they can, and in an emergency would be better than a plain old GP. But it's not something they see or do on a regular basis. A high risk specialist would also have a few more tricks up their sleeve if the usual treatments were not working, or something different were needed. Your regular OB won't have that kind of experience to call on. If you wanted the best care available, a doctor who specializes in high risk pregnancy is your best choice. They see patients with diabetes, high blood pressure, metabolic problems, etc- on a regular basis. Your average OB doesn't. It's not a lot different in some ways than choosing any other specialty doctor over your ordinary GP. The regular GP is fine for the usual everyday ailments. He's trained enough to know if you have a heart murmur, for instance. That doesn't mean he's trained to tell the difference between a murmur that's dangerous and one that isn't, or to treat it well. If push comes to it, most will do the best they can. But you would still want to have a cardiologist if at all possible. So this is similar to that in some ways. If your pregnancy is considered high risk, your best choice to have a safe pregnancy and delivery and a healthy baby would be to see a high risk OB.
