The red bumps are an irritation, similar to razor burn. Don't worry, most people get them. I don't know if you'll be able to eliminate them completely but here are a couple things you can try:
1. Use a lot of shaving cream, especially if you're using a new razor.
2. Use a lotion after wards. A great one to try is Bikini Zone, it is used exclusively for the little bumps down there.
3. Splash a little cold water on the area after you shave. It will help relieve some of the inflammation.
4. Try not to wear very tight underwear after you shave, because it will rub and make your skin more irritated.

I get those when i shave my legs, they just go away after around an hour for me. If that is not happening for you, try asking a doctor or something, there may be a cream that you could use x
I'm pretty sure that's due to irritation, I'd suggest getting shaving cream that's made for that area.
