Question: Why is my right breast itchy?

I'm 21 years old and my right breast itches all the time.It's not my bra! I've tried all different kinds of materials and bras and it still itches. Even when I'm not wearing a bra my breast itches! I just don't know if it's a skin issue or a breast issue.
