I have no breast at all, not even small ones and i'm 16, what should i do?!

Question: I have no breast at all, not even small ones and i'm 16, what should i do?
Hey everybody, so the thing is that i have NO breast at all! I am 16 years old and I started my period when i was 13 and i started to go through puberty at around 9 or 10. I started to get pubic hair and my hips started to get bigger when i was around 13. When i was 10 i was very chubby and as i got older the weight just came off...I was eating better and i got taller and with time i was a lot thinner. When i was around 10 i had breast but i think it was just from being chubby and when i got thinner i went completely flat chested and i have been ever since. I am around 5'1 or 5'2 and around 120 pounds. I don't just have small breast, i just don't have ANY at all. Even A cup is to big for me...I even tried push up bra and they don't work because i just don't have anything. I only have nipples, which are kind of large and they stick out a lot, like they seem to be puffy looking. But when i get cold they get really tiny! I have no idea why i don't have any breast..At my age i should at least have small breast, but no...Is there something wrong with me? What should i do? It's really embarrassing to go to the beach or if another person sees down my shirt and notices that i don't have any breast... :(

THANKS FOR THE HELP

P.S. The breast problem is NOT because i am too skinny, i am actually chubby, not skinny at all. Also, I take YASMIN birth control, i've been taking it for a little less than a year now.

Answers:

You're only sixteen :) That's the age I started my period, I thought there was something wrong with me.
Don't worry, I'm sure they'll make an appearance soon :)

Give yourself a little breast massage, because it'll actually like help it grow

I think I've answered you before (remember your user name ;o))

But I don't mind doing it again: Breasts of your class are the ultimate perfection - and all the magic is there. So try not to call them "none". They are very much there. Just call them "low-fat" or something - be humourous about it, then you won't have any problem.

(My wife is like you, so I am not just trying to flatter you!)
