It's just dry skin. Is she prone to dry patches any where else? Go to the baby care section and look for lanolin or any other nipple ointment. Have her apply it as per the directions.
I have dry/sensitive skin too and have the same problem. Using a shower pouf helps get rid of the flakes. They can itch and burn. So a nipple ointment is just the thing. it can only be caused by someone sucking on it to much.....pregnent women dont get this effect only because theres milk GO TO THE DOCTER she might be haveing sex to soon and just lying to you
