The vast majority do shave. It tends to be a myth in America that they do not. There is no real reason besides looks not to shave so some people may just not base how they look on what others think of them. I know quite a few American women who do not shave.
If our society didn't expect women to be hair-less, then I am sure we wouldn't go through the hassle of shaving and waxing everything. Imagine if society decided that ears were gross, then everyone would be wearing earmuffs to cover them, but society doesnt think ears are gross so we don't feel the need to hide them.
in europe, its possible that society doesn't expect women to be hair-less, so the women aren't ashamed and they let the hair grow wild!
just a little analogy there :P.
btw not all european women are hairy, I am sure a lot of them do shave.

I had a lot of girlfriends and all of them did shave.
