Question: What does this mean is this really bad?
When im outside or something my legs turn dark red, also when its hot my feet are so red and my legs are usually spotted with red marks all over me. This also happens when i wear certain shorts/skirts, etc. My legs are always spotted and red, and it takes some time to go away then it will come back what does this mean.

maybe you are allergic to the fabric that your shorts/skirts are made out of
Those are symptoms of skin cancer. Go to the doctor.
