Question: Is it normal that chlorine water irritates my breasts?
They get red and itchy and hurt. Im 13 and never had my period if this helps.

Actually, yes it is. After swimming, make sure you shower using a shower gel and take your costume off in the shower. If you have to keep it on whilst you shower, make sure the front of your costume is really well rinsed.
When you get home, just wash your chest area gently and if they get sore, put a bit of cream on.
