So, apparently, I grew a few centimeters, I think. I'm 5'4 and ALMOST a half tall. So... Am I still 5'4 or am I 5'5 now?

Well if you're 5'4 and a half, you're 5'4 and a half. If you're 5'4 and a little less than a half, you could probably consider yourself 5'4 and a half.
But you're not 5'5 until you're actually 5'5. Imagine that!
