Is there any sort of grant for Surgeries in Australia?!

Question: Is there any sort of grant for Surgeries in Australia?
I need a breast reduction operation, I have needed this operation since I was 14 and we have been paying a private health fund for this particular reason for 4 years now (since I was 17) however it is a $7000 procedure and my private health fund and the government will only pay $1800 back and I have to pay the entire cost up front to get the rebate. I cannot afford to pay for the entire procedure and my only option now is to either try and come up with the money or go on a minimum 4 year waiting list. This means that I will be 25 years old at least when the procedure is performed. I cannot wait 4 years as I can't go on any contraceptive due to the affect the hormones have on the size of my breasts and I also cannot fall pregnant while my breasts are of this size as they are likely to increase in size when I have children. I am currently studying but will be finished soon hopefully but I still cannot come up with the money in time for the procedure. Does anyone know if there is some sort of government grant I can get or some way to apply for the procedure through the public health system without the extended waiting list?

To be honest i'm not really sure, though I do live in Australia. I would suggest you talk to your doctor about this though, they may be able to lead you in the right direction but since it's elective surgery you may not be able to aviod the waiting list.
But on the other hand, if your breast size comes with severe pain and limits you to living a normal life, like even being able to work ect, there could be way to get the cost and waiting overlooked, but the only place I would know where to start if it were me, would be the doctor.

Simple - get a loan. At 21 you should have aPT job and with that you will have the ability to get a small loan - so forget getting a car and get a loan for that. If your situation was dire, medicare would pay for it. Since this is not a case, you are likely under a JJ cup and this is a cosmetic procedure and not medically necessary (despite needing it, it is a desire not a medical necessity) Cosmetic surgery is something you want to make your appearance more pleasing to yourself and others - you have to pay for it, no government grants are possible.
