Go with a B cup, because it may be a little big, but its better than being too tight as an a cup would.
The cup doesn't have anything to do with it riding up in the back. That is most likely because you are putting too much pressure on your straps. They should only carry about 30 percent of the weight and you should be able to slide two fingers under the strap comfortably. Lots of websites have instructions on measuring and many stores like Victoria's Secret do it. And it also depends on the manufacturer. I wear both a's and b's depending on who makes them. Try loosening your straps first, the back should be straight around your back and in line with the cups, and it may help the fit immensely.
