generally girls start producing it about a year before they get their first period.
if it is clumpy like cottage cheese, and has an odor and/or itching, it could be a yeast infection, but if it doesn't smell too bad, feels fine, and is just milky/creamy, then it's perfectly normal. If she doesn't have her period yet then she can expect it soon.
